After IRENE in the US. MINA in the PH, What? - Fourth Part

President Aquino's administration has been pushing for the improvement of the government's capability and resources in coping with  natural calamities such as typhoons or earthquake despite being hobbled by limited funds and bureaucratic malaise as well as acts of omission or commission left by previous rulers. One recent news item which grabbed my attention was about Marikina River stretching from Rodriguez, Rizal and connecting with Pasig River in Pasig City. As my family has been residing in Marikina City since 1996 until this year 2011, such news will surely grip my undivided interest.

It was reported that Marikina River's route through Quezon City has narrowed considerably on account of the encroachment made by a residential development project thereat. An official of the Metropolitan Manila Development Authority (MMDA) charged that said encroachment has been constricting the width of Marikina River from 150 meters to 50 meters. The developer strongly denied the adverse effects of said constricting encroachment emphasizing further that their project did not encroach whatsoever on Marikina River. Unfortunately for the developer, pictures of the said residential development project showed the incontrovertible truth of such encroachment which exposed the numerous violations committed by the developer and government officials who allowed such violations.

It's absolutely imperative that the government, particularly Marikina City, initiates the filing of necessary charges against said developer thereby facilitating the eventual demolition of such encroachment. Furthermore, Marikina City should make urgent representation with Quezon City to help institute whatever damage control measures needed to mitigate the ill effects caused by this encroachment on the free flow of Marikina River in view of predicted typhoons bringing excessive rains on the river's environs. The horrible nightmare inflicted by Typhoon "Ondoy" remains fresh on our (Provident Village's residents) minds that its possible recurrence is viewed with intense foreboding.
